The 2026 Oil & Gas State Reporting (OGSR) Conference is officially in the books, and what an impactful few days it was in Oklahoma City.
From February 8–10 at the exceptional OKANA Resort & Indoor Waterpark, Martindale Consultants welcomed 150 attendees, vendors, and sponsors from across the country. Production and revenue accounting professionals, state agency representatives, regulatory leaders, and industry experts came together for focused education, practical compliance guidance, and meaningful face-to-face dialogue.
Designed specifically for professionals specializing in oil and gas production and revenue accounting, the OGSR Conference continues to serve as a vital bridge between industry and regulatory agencies across producing states. Through formal presentations, panel discussions, and Q&A sessions, attendees gained clarity on royalty valuation, severance tax regulations, gross production requirements, and evolving reporting standards.
The conference officially began on February 8 as attendees arrived in Oklahoma City and gathered for registration.
That evening, participants kicked off the event with a Super Bowl gathering: an opportunity to reconnect with colleagues, meet new industry peers, and begin conversations that would carry throughout the conference. The relaxed setting underscored one of OGSR’s defining strengths: meaningful connection between regulators and the professionals responsible for accurate, compliant reporting.
We opened our first full day of programming with a shared reminder of why OGSR exists in the first place: to create space for transparent, productive dialogue between regulators and industry professionals.
The purpose of OGSR has always been to create space for transparent dialogue. When regulators and industry professionals can engage directly, ask questions, clarify expectations, and share challenges, everyone benefits. Compliance improves, reporting becomes more accurate, and the industry moves forward with greater confidence.
The keynote address was delivered by Chad Warmington, President and CEO of the State Chamber of Oklahoma. His perspective set the tone for the day, emphasizing the role of education, workforce readiness, and economic growth in supporting Oklahoma’s long-term strength and business environment.
Representatives from the Oklahoma Commissioners of the Land Office, including Sabrina Schroeder and Trey Miller, provided a detailed overview of CLO lease provisions and royalty reporting requirements.

Derek Weekly, a Wyoming Mineral Tax Expert at Martindale, provided insight into Wyoming’s mineral tax statutes, valuation standards, audit findings, and what companies can expect during Department of Revenue audits, expanding the conference’s multi-state perspective.
The day concluded with a sponsored happy hour hosted by Martindale Consultants, giving attendees additional time to connect, ask follow-up questions, and strengthen professional relationships.
Day two continued the momentum with a strong focus on legislative updates and state-specific compliance guidance.
Nate Wolf of ConocoPhillips delivered an overview of recent and pending legislative developments affecting oil and gas operations. The session helped attendees interpret how legislative shifts may impact severance tax, production reporting, and compliance strategies across key producing states.
Representatives from University Lands, Sonya Barguiarena Bass and Jeff Hanson, led a detailed discussion on royalty reporting, the Compass reporting system, and common reporting errors, reinforcing best practices and internal controls for state land royalty compliance.
Luke Decker and Stephanie Overton of the Texas General Land Office addressed royalty compliance under GLO leases, including late fees, penalties, and system enhancements.
Joe Stasulli of the Railroad Commission of Texas guided attendees through navigating online research tools, administrative code resources, and agency contact channels — practical tools professionals can use immediately in their reporting workflows.
